Professor David Elder was a dedicated and valued member of the Queen’s School of Policy Studies community. To pay tribute to David’s exemplary public service career and the tremendous impact he’s made on the School and its students, the School of Policy Studies is establishing a graduate student award in his memory.

David began his association with the Queen’s School of Policy Studies in 1995 when he helped with course development, while he was still in the Privy Council Office. From the beginning, David was a generous and faithful devotee of the School and its students. On his initial formal appointment to the School of Policy Studies in 2001, he taught two courses, Public Sector Reform and International Governance, and in 2002 became co-instructor of Approaches to Policy Analysis in the School’s full-time and Professional MPA programs. For 13 years, no student earned their MPA or PMPA degree without meeting David in the classroom.

This scholarship will be awarded to a graduate student or graduate students entering the full-time Master of Public Administration program or the part-time Professional Master of Public Administration program with the School of Policy Studies in the School of Graduate Studies at Queen’s University. Preference will be given to students whose academic and/or professional interests are in the area of global public policy.
